Job Purpose 

The Payroll Manager is responsible for overseeing and managing all aspects of payroll processing operations within the enterprise. This role involves establishing and implementing policies and procedures to ensure accurate calculation of wages, tax withholdings, and company deductions. The Payroll Manager serves as a liaison between the finance and human resource departments, providing accurate and timely information. Additionally, this role involves developing and producing payroll-related statistical reports, ensuring compliance with governmental regulations, and overseeing the activities and training of payroll professionals and support staff. What You'll Do

Policy and Process Development:

  • Develop and implement policies and procedures for payroll processing operations.
  • Ensure adherence to established policies and processes to maintain accuracy and efficiency.
  • Continuously evaluate and improve payroll processes to enhance effectiveness and compliance.

Interdepartmental Liaison:

  • Serve as the primary point of contact between the finance and human resource departments for payroll-related matters.
  • Collaborate with relevant stakeholders to address payroll issues and provide accurate information.
  • Facilitate communication and coordination between departments to ensure seamless payroll operations.

Statistical Reporting:

  • Develop and generate payroll-related statistical reports for management review and decision-making.
  • Analyze payroll data to identify trends, discrepancies, and areas for improvement.
  • Prepare relevant weekly, monthly, quarterly, and year-end reports for internal and external stakeholders.

Compliance:

  • Ensure accurate and timely submission of payroll-related reports and filings to regulatory agencies.
  • Stay updated on changes in tax laws, regulations, and compliance requirements related to payroll.
  • Implement measures to ensure compliance with governmental regulations and minimize risks of penalties or fines.
  • Support all internal and external audits related to payroll by providing accurate information and documentation.

Staff Oversight and Training:

  • Supervise and mentor payroll professionals and support staff to ensure high-quality performance.
  • Manage payroll workload to meet operational requirements and deadlines.
  • Provide training and development opportunities to enhance the skills and knowledge of payroll team members.
  • Conduct performance evaluations and provide constructive feedback to support staff growth and development

Issue Resolution:

  • Address and resolve complex payroll issues, discrepancies, and errors in a timely and efficient manner.
  • Investigate root causes of payroll-related problems and implement corrective actions to prevent recurrence.
  • Collaborate with internal and external stakeholders to resolve issues and ensure customer satisfaction.

Continuous Improvement:

  • Lead efforts in implementing continuous improvement initiatives and methodologies into everyday work.
  • Participate in Continuous Improvement events.
  • Maintain Standard Work (SW) and Standard Operating Procedures (SOP’s) for warehouse practices.

KPIs:

  • Ensures payroll processing is completed accurately and on time, meeting established deadlines for payroll cycles.
  • Maintains a low error rate in payroll calculations, with accuracy consistently above 99%.
  • Ensures full compliance with all statutory reporting and filing requirements related to payroll, with no instances of non-compliance or penalties.
  • Maintains a high level of employee satisfaction with payroll services, as evidenced by positive feedback and minimal complaints or inquiries.
  • Continuously looks to improve efficiency in payroll processing operations.
  • Ensures compliance with certified payroll requirements, achieving accuracy and completeness in certified payroll reports and statements.
  • Measures the effectiveness of training and development initiatives for payroll staff through assessments of skill improvement and performance feedback.
  • Monitors the timely resolution of payroll-related issues and discrepancies.
  • Ensures strict adherence to payroll policies and procedures, measured by compliance audit results and internal assessments.

What You'll Bring

  • Associates degree or equivalent experience
  • Previous experience in payroll processing, with a minimum of 5 years in a managerial or supervisory role.
  • Demonstrated ability to supervise and coordinate activities of payroll staff effectively.
  • Strong leadership skills with the ability to motivate and develop team members.
  • Experience in performance management, including providing feedback, coaching, and training.
  • In-depth knowledge of payroll laws, regulations, and best practices.
  • Proficiency in payroll processing software and systems.
  • Ability to manage payroll workload to meet operational requirements and deadlines.
  • Strong analytical skills with the ability to interpret complex data and identify trends.
  • Proven ability to resolve complex payroll issues, discrepancies, and errors.

  • Knowledge of prevailing wage regulations and certified payroll requirements.
  • Experience in preparing accurate certified payroll reports.
  • Proficiency in certified payroll software/systems.
